I'd tend to agree as well.  Personally the argument to have separate
implementations of the client is useful.  After all, it's not a
standard until there are two independent implementations.  

Also it reduces deltas on changes.

And this is just a packaging issue:
        apt-get install tp-everything 
or
        apt-get install tp-client

But yes, packaging separately makes sense.
