Feature description document has been reviewed. Harm would like to have
1 bugzilla to coordinate all the ICU4J activity across TPTP. Christophe
to check with PMC if it works to open a Bugzilla against Platform.UI. and
TPTP should request to the platform project a documentation on how to implement
ICU4J. Also, Harm would like to see this happened in i1.
