Jeremy, The TPTP DataCollection framework has been redesigned since Jan 2005 and is called the "New Agent Controller". The API for developing data collection agents (C++ and Java) are available at http://www.eclipse.org/tptp/platform/documents/index.php? (Navigate to the New Technology Agent Controller and access the C++ and Java API for API and samples) The Java API contains the samples for developing java agents, while the C++ agent samples are available with the new Agent controller sdk bundle from the tptp download page (http://www.eclipse.org/tptp/home/downloads/downloads.php and navigate to the new technology agent controller section to obtain the sdk bundle).
