I am sure Ruslan is a competent developer, but to become a commiter there has to be a visible track record of contribution, an in particular to the components mentioned. It is hard enough for the active contributors and commiters to be current and visible on the various aspects of being a commiter when they do participate in the regular calls, mailing lists and newsgroups. In the past we have tried to ensure contributors have had at least one full release cycle of visible participation. When we have bypassed this rule in the past, it has often lead to a period of confusion around the various processes we use which has a ripple effect through the project.
So for now I would suggest before making the jump to commiter status, Ruslan become a direct contributor and be visible in the various meetings, newsgroups, mailing lists and IP log.
