Maria, Please check that AC (agent controller) is executed. Press "Test Connection" on host tab at "Attach to Agent" or look for "ACServer.exe" process in Windows Task Manager.
Also you can try stand alone AC. It can be downloaded from the same page as TPTP. Unpack it and configure AC (run SetConfig.bat from bin). Run ACServer.exe and while it is running execute Tomcat.
