I have fixed the fixes in CVS (HEAD) to resolve the BVT issues.  The
solution is being cautious when checking in files.  Committers should
simply review each file before check in to ensure misplaced files are not
integrated into CVS.

So you are asking people to be careful, but also to pro-actively go out and
remove these files.
Is this a place where having the common project sets published would help?
Your scenario basically seems to start with mixed levels of extracting.

Project Leads and Committers,
     We recently found a problem with the BVTs due to many misplaced
.project files in CVS (/test-results/*).  For example,
/test-results/platform/org.eclipse.hyades.use.cases/manual_results/Profiling_and_Logging.

 These misplaced .project files cause the import of the test plug-ins
during the BVT to fail.  The misplaced .project files are created by
Eclipse when a non-project/plug-in folder is checkout of CVS to the local
workspace and the committer checks in the non-project/plug-in folder (or an
ancestor), including the newly created .project file.

Reminder: When checking in files to CVS, please be sure to not check in
misplaced files, including .project files.
