Ok, makes sense. OTOH, I was open to the "minimalistic" approach to have 
a light core and (mostly) everything as plugins (ticket, versioncontrol, 
possibly webadmin, etc.). But in that case, having the admin stuff 
itself as a plugin would mean that every other subsystem has to 
implement a core part and an optional admin part. So yes, having at 
least the admin in the core will simplify things in the long run.

Sure, but maybe later, as this strictness is currently useful for 
catching bugs ;)
