Ticket 2639 is about this issue. The ticket includes a posted work around and describes some limitations of the posted code.
I am going to test this in on my trac server, but would like to refine this into a correct solution and get the changeset into the trac repository. If someone will help me understand the issue a little better, I will work on this until the changeset is acceptable. I am facile with svn usage and administration and python. I just need some more insight into how the trac and svn internals work.
