It may also comes from a faulty plugin: I bumped into a similar issue 2 year ago or so: an issue I've never been able to explain with - I think it was - the XmlRpcPlugin. It led to the same error message: system core modules were declared missing, and my Python installation was clean : I was able the missing module from a simple command line Python.
