We tried this.
You can set LC_DATE= in the apache environment, and were able to pick
other locales, but we learnt two things:
a) CDN and UK locale data in glibc is not to spec. Our respective
governments have adopted ISO8801 (CSA Z234.5)
http://inms-ienm.nrc-cnrc.gc.ca/faq_time_e.html#8, but
the glibc locale data is wrong.
I tried to file a bug, but I didn't get very far.
b) I didn't find another locale that had YYYY-MM-DD format that
also had understable weekdays/month names. I think that Cz or
something was closest, but they spelt the month, and I didn't
understand months in Czech.
