When the authz_file in trac.ini has a very strict ACL, such as just allow few high privilege users to access the root path, the svn history may stop update when just low privilege users access trac. Both timeline and browser hold old svn history. Noticed in http://trac.edgewall.org/browser/trunk/trac/versioncontrol/svn_fs.py?rev=8489#L479 , function _history checks path permission. I think history updating should not check permission to avoid this situation.
