Well, it's indirectly there ... from the
http://trac.edgewall.org/wiki/TracL10N#EditingGuidelines
which starts with a few useful external links.
The first of those, PO_Odyssey, contains an overview of some tools
http://techbase.kde.org/Localization/Concepts/PO_Odyssey#Representation_in_Editors
Kate, Lokalize, Gtranslator ... and Poedit.
Elsewhere in these links you'll find a reference to http://kbabel.kde.org/ (KBabel being the successor to Lokalize).

I don't have first hand experience with these tools, though, but feel free to recommend Poedit on the TracL10N page if you think it fits the bill.

Otherwise I think it could be a good idea to point newbie-translators,
such as myself, to this tool on the L10N page.

I will also write a "Using msgfmt tools" next to "Using Python tools" as soon as I've fixed #8588 which corresponds to the last bunch of "fatal errors" reported by msgfmt --check. Until then, all the msgfmt tools will certainly flag those problematic translations as errors. Once that's fixed, using msgfmt tools and Transifex should work flawlessly, and at that point, we should try to not introduce any new msgfmt error.
