I believe that's wrong but it might depend on what you exactly mean by saying 'switching to HTML5'. In practical terms it's just like HTML with some new features. HTML5 is not that special.
I'm pretty sure one can implement "HTML5" drag&drop with the current Trac infrastructure.
Mitar: I already thought myself of implementing a plugin similar to what you described. I'd recommend you start with a plugin which only changes the UI so you don't need to patch Trac core. Then you think of necessary API changes and file tickets in trac.
