Append the list of TODO's below rendered wiki page (editor) for copy-n-paste, append (all/selection) to a page source of a selectable wiki page directly, or ...? I just can't see clearly how exactly you feel it should work. Or is it even about the (offline) storage part? Would you elaborate a little more, please? BTW, this and other aspects of your question remind me to ideas seen in DistributedTrac and GenericTrac conceptual development wiki pages.
