Currently no, sorry. But we might get there with the work already
requested by a ticket [1] to UserManagerPlugin. I've agreed with the
author to do some work as co-maintainer, evaluating the possibility of
integration of both plugins too. As you discovered, AccountManagerPlugin
already allows to grant own permission so that there's no need to give
TRAC_ADMIN away in order to just manage user accounts. We'll definitely
have this for UserManagerPlugin too, or more... All help, patches,
suggestions and testing welcomed.
