Well somewhat formal polls are available for Trac core [1] and at trac-hacks.org [2]. But it's likely, that your request wouldn't get more attention by active developers than here at the list. About your description: Do you plan to assign a given priority only once, so it's equal to a flexible index number, or do you appeal just for many levels assigned to one _or_ multiple tickets? The move/removal of tickets (or ticket groups at same level) could already be done using the keywords field and the upcoming tags admin interface for TagsPlugin [3], while insertion and renumbering of all tickets/groups after one of the three basic operations (ins/mv/rm) is not accomplished by any existing code I'm aware of. It looks like you describe the requirements for a ticket ID/group ID custom ticket field and corresponding plugin capabilities.
