Oh man GenericTrac. aka Duke Nukem Forever of software project management tools :> I don't really want to go off-topic here, but I'm definitely interested in what the latest plans for it are. BTW Let's say a refactoring of this magnitude is actually decided to be worthwhile and execution resources are found. Would it also make sense to perhaps put Trac on top of a bigger Python framework, maybe Pyramid? I'm thinking the hardcore amount of work in wiki and ticket handling could be re-used.

Or what about the other direction - how difficult would it be to separate Trac core as a pure web app framework into a separate release? "Here is the framework, build whatever other app you want on top of this".

Either way, my goal is to somehow get more life and resources into the ecosystem, IOW more people interested for various reasons. And usually it takes different apps to achieve that. It feels like Trac on its own is too much of an island. Yet it works well in so many ways and I have so much stuff in it already, I'd rather work on figuring out ways to get the most out of it, rather than jump ship.
