Are you following the steps starting from "Developing with Eclipse and PyDev"? I think it might be missing the steps of creating a virtualenv that can be seen in (1). You should start from the top of the document and work through the both sections, interpolating as necessary. I think that document has been pieced together over the years and needs someone to go through and clean it up a bit. I really struggled setting up the environment when I was starting with Trac development. Now, I still don't really know anything, but have spent enough time on it that I can manage to get things to play together for reasons I usually don't understand.
