Well, one explanation might be that all of the current Trac core team members have day jobs (I believe), so they're clearly not in it for the money and I don't think that such a bounty could change this (add two or three zeros and things *might* be different ;-) ). The project itself is self-sustained thanks to the ads, as all we need to cover are the hosting costs, so no need for money there as well. That being said, if such a bounty can motivate someone to step in and that person (not necessarily a core team member) is willing to contribute back the result, all the better. Even if we don't have a precedent for this, I think the policy regarding integration of such a contribution should be no different than for any other new feature: if it's appealing, makes sense and is well realized, it goes in otherwise not. In other words, a feature doesn't get integrated just because someone sponsored its development.
