I introduced a pretty bad regression in Trac 1.0.3. This issue is captured in #11930. The regression is not present in 1.1.3.
I think that the best course of action is to immediately release Trac 1.0.3 with a fix. I just wanted to raise the issue here for comment before proceeding. A fix for #11925 could also be included in the release.
