-1 to dropping support for 1.6.

RHEL6/CentOS6 provide full updates until 2017Q2. Subversion 1.6.11 is
used in the distributions.

Also, it would be good to add authz_file option per a repository, even
if supported subversion is 1.6+ or 1.7+. If a user is using Subversion
1.7 and AuthzSVNReposRelativeAccessFile, the option is valuable to the
users. However, if AuthzSVNAccessFile is used, [trac] authz_file
option must be needed for the users.
