I am making gradual changes. Rather than moving large chunks of information 
around that may create a disjoint collection of pages, I want to make 
changes that keep things in check and in the meantime allow people to 
comment on specific changes made. The changes I make are transitory until 
the information finds a permanent home in a few months time.
