This is an issue that the Trac developers still need to resolve. I think 
the idea is to pull the translations from Transifex when creating the 
release. There is a related idea to combine the catalogs in order to make 
it easier for translators to translate the entire project and have it be 
applicable to every release. In the meantime, I've wondered if we might 
just move all translation activity to Transifex and pull the catalogs down 
when creating the release. There is very little translation activity 
occurring directly in the Trac repository. Does anyone have concerns about 
this approach?
