That is true only for the documentation pages included in the installation. I guess this allows for keeping those "core doc pages" clean and only focused on the version at hand - A Good Thing. One way to cope with older versions in the "non-core doc pages" only available at the public website and still keeping the clutter to a minimum would be to do do like someone has done at the top of the <http://projects.edgewall.com/trac/wiki/TracModPython> page.
