The permissions are configurable under [ticket-actions]. For each action
you can specify a permission required. eg.

The permission has to be an existing one at the moment, you'll have to
wait for the plugin for support of more customisable permissions and
validation.
The validation hooks are in place, they merely need a plugin to be
written. However I'm concentrating on the core code at the moment, so I
am simply using a test plugin. No ETA unfortunately.
