What's the purpose of the ROADMAP_ADMIN permission?
It seems to only be an alias for MILESTONE_ADMIN, but I find it quite
confusing since there's no other existing ROADMAP_* permission(s).
ROADMAP_ADMIN is actually only there for backwards compatibility. I
think MILESTONE_ADMIN was added for 0.9, so we should be able to
remove ROADMAP_ADMIN for 0.10 or 0.11.
