Wiki page preview is quite different from ticket preview.
For ticket preview, I think the preview should more closely resemble the
actual output. This means that a previewed comment should appear in the
ticket change history, and ticket creation preview should actually show
the ticket. In both cases, the output would obviously need to be clearly
marked as being a preview, similar to the wiki.
