#2589: new ticket gets assigned to a user

When we create a new ticket at http://www.phorum.org/cgi-bin/trac.cgi it
is always assigned to user ts77. I can not find a way to make this not
happen. We would rather it simply be unassigned.
I work with another Trac install (not public) that does not have this
problem.
