#2712: TRAC_ADMIN permission doesn't imply MILESTONE_ADMIN

User having TRAC_ADMIN privileges cannot add any new milestones until they
also have MILESTONE_ADMIN permission. Is this how it should be? It
wasn't like that in the previous versions.
