#2507: Ticket email notification should contain links in description

It should at least contain a link to the specific comment. This is
especially usefull if you have a ticket with many comments. Clicking on
the link takes you to the top of the ticket and you hav to scroll down to
find the comment you are looking for.
So it would be usefull to have all comments marked with named anchors and
that the link to the ticket in the notification email contains the link to
this named anchor
{{{http://projects.edgewall.com/trac/ticket/2507#c2}}} would take you to
the 2nd comment (this one).
