#2746: Email notification doesn't work for all trac environments with identical
trac.ini and permissions

 cc and owner don't work on username, they have to be given [EMAIL PROTECTED]

 owner is the really problematic one because if I assign a ticket to the
 email address instead of the trac user, they'll get an email but I don't
 think they'll see it in their tickets as it's technically a different
 user.

 The reporter doesn't seem to be notified either, but then this is all the
 same issue of the default_domain not be appended to the email address or
 something for the notifications...
