I think that the real issue here is that the attachments are not meant as
a document management system. If the documents you're attaching are
edited sufficiently frequently that WebDAV seems necessary you should look
at SVN's "[http://svnbook.red-
bean.com/nightly/en/svn.webdav.autoversioning.html auto versioning]"
feature as mentioned in the Trac-Hacks ticket above. You can use your
repository to store and version the files and access them via WebDAV. The
files can be linked from the Wiki using `source:` TracLinks.
