#2804: Previous and Next changeset links bounds off by one.

When viewing changesets, the "Previous Changeset" and "Next Changeset"
links in the upper right hand corner appear to have their bounds off by
one.
For example, if my project has 10 revisions, viewing the page /changeset/1
will display both the "previous changeset" and "next changeset" links,
when it should only display the "next changeset" link.
If I view the page /changeset/9, it will only display "previous changeset"
even though there is one more revision.
