Well, after giving it some more thought I think that it would be
sufficient to add a simple checkbox with the label "I would like to attach
a file" (or similar).
If the box is checked they'll go directly to the attachment page after
submitting the ticket. It should make it clear that they can attach a
document, but get rid of some of the messy handling of uploads before the
ticket is created.
