Given that an [http://trac-hacks.org/wiki/XmlRpcPlugin XML-RPC plugin]
already exists, with an implementation of WikiRPC, this would be fairly
trivial. I would suggest posting this as a Request-a-Hack over on [http
://trac-hacks.org Trac-Hacks], as it is more suited to being implemented
as a plugin than being part of Trac proper.
