#1581 has been marked as duplicate.
That ticket reminds about the necessity to avoid
hardcoding the status values in the templates.
Also, I've seen that this ticket doesn't yet link
to the WorkFlow wiki page, which documents the way
new flexible workflows will be possible in future Trac
versions.
That page also keeps track of the development status
of the workflow branch in the sandbox mentioned above.
