Hm, it seems to work for me...
Can you provide some detailed instructions about how to reproduce the
issue?
Like:
* the exact operation you have to do in the last two changesets (for
example, I did a modification on a trunk/UPGRADE file, commit, then
renamed trunk/UPGRADE to trunk/UPGRADED)
* the exact action in the Trac Browser (simply going through the browser
and clicking on the UPGRADED file entry worked for me)
