To sum up the conversation we had on IRC:
* create a new config option `stmp_always_bcc`
* rename `allow_public_cc` option with `use_public_cc`
* this option will only be applied to the ticket CC: , reporter and
owner fields, '''not''' to the `smtp_always_*` lists
-> mailing list address needs to be declared in the `smtp_always_cc` list.
