some additional information
- Seems like this only happens when there are two (or more?) projects
running in the trac deamon using smtp notification (with both owner and
submiter enabled).
- It seems like the system gets "confused" in the following scenario
+ Project A has both owner and reporter smtp-enabled
+ Project B has only owner smtp-enabled
=> No smtp will be generated for project B.
