New description:

 I tried to edit an issue type of an already existing issue to a new
 issue_type
 and got an exception that claimed it was unable to open the database file.
 There was no actual problem with the database file as I was able to view
 existing tickets and even create new ones.

 I was using Trac 0.9.5 with sqlite 3.3.5 running under Apache 2.054 and
 Python 2.3.5 using cgi on Win2K sp4

Comment (by cboos):

 When you say "edited the issue type", did you do that
 using Trac or directly on the database, using `sqlite3.exe`?
