 Hi,

 I searched in the documentation and the previous ticket, didn't find this
 specific issue: draft and published states for tickets.

 The main interest is to be able to attach documents, check the links,
 formatting, etc. without submitting public changes to a ticket.  Right now
 I have to submit the ticket once before I can attach anything to it, if
 I'm not mistaken.  I'd prefer to submit the ticket as a draft, make it
 look right, and then submit it as published.

 Also, the smtp_always_cc addresses are notified of all changes to a
 ticket.  Would  the notification be sent only when the ticket state
 changes from draft to published, that would fit my bill.

 How can this be achieved?
