#3259: Ticket changes in timeline should link directly to `#comment:n`

This would probably require factoring the code that generates the change
ID's out into a method of `TicketModule` so the timeline code could reuse
it.
I've attached a quick proof-of-concept patch which simply uses the
`oldvalue` column.
