#3271: Cannot delete an attachement with WIKI_DELETE and WIKI_ADMIN permissions

Users with WIKI_DELETE and WIKI_ADMIN permissions cannot necessarily
delete attachments.
I followed these instructions:
"To do this, login as the privileged user, click on the attachment. The
attachment page will now have a "Delete Attachment" button you can use to
delete the attachment. Note that is an irreversible operation."
On the wiki page I now had a two buttons allowing me to delete the page or
delete this version.
When I clicked on the attachment There was no delete button.
The attachment itself is a SQL script and its text appears on the
attachement page, complete with line numbers but there is no delete button
at all.
I have verified that the user has both WIKI_DELETE and WIKI_ADMIN
permissions.
