upgrades/db15.py is already there in 0.9.5, so that's why it was not a
problem for you.
It seems that specific problem should only occur when upgrading from
pre-0.9 versions
but the general issue which I explained above remains.
It's probably not a high prio issue, given that no 0.9.x versions is
affected.
