#3312: Can't attach binary files to tickets

When trying to attach a screenshot of a defect in action, I get a
stacktrace complaining that the first byte of the file isn't valid
unicode. Trac either shouldn't care what the format of attachments are, or
it should fall back to treating the file as a binary, rather than a text
file.
