Please, (re-)read the comments [comment:19], [comment:20], [comment:22]
and [comment:23]. Try to figure out if this is a problem with the way
apr-util has been built, w.r.t. iconv (GNU or not?).
If GNU, follow the advice given in comment:20.
Also, try changing the `TracLocale` parameter to something known.
