Err, this is somehow how it already works.
If you have specified a name and a E-mail in your settings,
this information is kept in your session and will be shown
in the ''Your email or username:'' field when creating a
new ticket or adding a comment to a ticket.
Wasn't that the case already for 0.9.x?
