#2860: Add "Submit/Edit/Preview/Delete" buttons on top of wiki page

Comment:
I don't see a reason to have Submit and Preview at the top of the editing
page since the form should fit on a single screen. If not you can adjust
the height of the textarea.
The Edit button at the top is requested in #2626 and I can put a note
there about delete buttons as well.
