Spam and bot issues are well known against Trac servers,
[http://trac.edgewall.org edgewall.org] used to suffer from the same
problems.
You can take action such as black listing IP address ranges, or use the
SpamFilter plugin, although this latter solution will probably not
decrease your CPU load.
Anyway, it is not really relevant to fill in a ticket about this kind of
issues, as you noticed, there are very few actions to take at Trac level.
The Trac user mailing list is a better place to report such an issue, and
get help from other users who face the same problems.
