#3432: Empty property diff message needs improvement

I just removed all ignores from these two directories and here is what
trac diff says:
# trunk/mock/admin
* Property svn:ignore set to
# trunk/mock/site
* Property svn:ignore set to
However what is should really say is:
# trunk/mock/admin
* Property svn:ignore unset
# trunk/mock/site
* Property svn:ignore unset
Saying that something "is set to " and then nothing afterwards is not very
professional and I think trac is very professional hence the ticket :)
I'm sure it would be dead easy for the next x.x.y version.
